How do I migrate to a new iphone that has less space than the old by selectively importing data because there is not enough space to import everything?

Well, you won’t be able to use an iPhone backup to do this.
You’ll have to manually find and select the data you wish to place in the smaller iPhone and figure out how to place it there.
