You should be able to do this as the verification code will be sent to the new address. Follow the procedure here:
Change your Apple ID - Apple Support
If you can't get it to work you will have to contact Support.
It's advisable to sign out of Cloud, iTunes/Apple Music and TV, and anything else you are signed into with your present ID, on all your devices, then sign back in when you've changed it. When you sign out of iCloud your synced data will disappear but will re-appear when you sign back in (give it time).
