Network Activity Constantly Running

Hello all! I've noticed lately that my "network activity" icon is constantly running. The only way to stop it is by resetting my network settings. Once the iphone 8+ resets itself and comes back on, the network activity icon will be spinning all over again. I closed all my apps, and it still does it. This does not happen often, but often enough to start some concerns. Any suggestions?
