USB-C can support a number of different services and different technical specifications. USB-C, of itself, only describes the physical connector and its associated electrical connections.


The 2021 iPad Pro models support USB4/Thunderbolt3 devices over USB-C - whereas the 2020 iPad Pro is principally a USB3.1 interface. Thunderbolt is, fundamentally, a very high bandwidth interface that can run over very short distances - supporting video and high volume data.


It is impossible to provide a concise answer here. Perhaps suffice to say that to fully understand the capabilities and differences differences (which are significant), you would be well advised to conduct some self-research on this topic.


As an overview summary - and acknowledging that this does not even begin to address the various optional services that are supported by USB-C in general, this graphic may provide some insight into some of the key differences:
