Upgrade iPhone 6s to ios 14.6?

My iPhone 6s is currently on ios 12.5. I read that there are security updates in 14.6 for all iPhones from 6s to the current product. But when I try to upgrade the OS, it says I'm up to date and won't allow me to load or update to 14.6. What am I doing wrong?
