Apple has determined that some iPhone X displays may experience touch issues due to a component that might fail on the display module. An affected device may exhibit the following:

Correct. Note especially the last sentence in your post. You do not have an iPhone X.
Already did and the solution proposed is a change of the display for more than $300 dollars, but the technician at apple said that there is issues with the screens on the max models of the X and the 11, all I need to know if this is true or not. I don’t know if you work at Apple, but someone should be able to provide a real and courteous answer

If Apple told you you need to pay for a screen replacement on your phone you have your answer already. This forum is user to user. None of us work for Apple. None of us can get Apple to anything for you. You've had your phone evaluated at the Genius Bar and they have defined what you need to do. With all "courtesy" you have your answer.
But there is a problem with the touch screen, a 300 dollar solution should not be the answer, especially if they know they have a problem with the iphones X and 11 Max
