On a computer, go to System Preferences/iCloud (Apple ID for Catalina or later), sign in with your Apple ID, and turn Contacts syncing on. On a device, go to Settings/Your Name, sign in with your Apple ID, and in the iCloud section, turn Contacts syncing on.
