When I try to force quit "Finder" it keeps asking me to Relaunch

Hi!

What can I do when I can't force quit "Finder"? It keeps getting stuck on "Relaunch" and I can never get to Force Quit - Thanks

Relaunch should or IS force quit then restart the finder in one move.
