16 year old can’t be a participant

So we are trying to utilize the brand new ability of Apple Card to have kids on a card but when ever I try to add my kid as a owner or participant it requires that he is 18 years or older we don’t know what we are doing wrong.

Maybe rules are different for where you live. My version says:


Set up Apple Card Family and add a co-owner and participants --> https://support.apple.com/HT212020

- Participants must be 13 years or older and account co-owners must be 18 years or older.


It also says:

- Apple Card Family is not yet available but is coming soon.

Just figured it out so years ago he inherited my old iPhone when he got that I got a new phone made a new account and stuff he kept my account and changed the email and name but then he setup family sharing as a adult because he buys all the subscriptions so we had to break the family apart set him to his age then made a new family with mom as the owner and added him which he can still share all his subscriptions with us but at his age but after that Apple let him join as a participant without even having to fill out the age section.
