Unable to Purchase Apps on the Apple Watch SE

If I have paired and unpaired the Apple Watch and both the Apple Watch and my iPhone 7 have up-to-date software, why can't I purchase apps (for the Apple Watch) using just my Apple Watch? (I have already spoken with 3 Apple Specialists.) My question is, can apps really be purchased using only the Apple Watch, or do I have to purchase the apps using my iPhone 7?

Yes that should work. Are you saying you are not seeing the blinking Double Click to Pay prompt in the app store at all? Or that somehow fails later down the road?

Yes, "it" refers to the side button. It does not matter whether or not the side button is clicked slowly or quickly. Nothing happens.

I ended up fixing the issue. I made sure that my iPhone and Apple Watch had the latest IOS. I then unpaired the Apple Watch and started from the beginning: taking the Apple Watch back to the factory setting and treating it as a new watch. After all of this, I was able to purchase an app from the App Store using my Apple Watch.
