How to delete Other storage

My system cannot be updated because of insufficient storage. I need 17GB where less than 14GB are available due to over 1/2 of memory is being used in "Other" storage. Q1: How do I fix this problem. Q2: How do I keep this problem from happening again.

Does the system need to be reinstalled back to factory conditions?

If so, please give step by step instructions on preserving files before restart/reinstall.

Like others, I purchased 2TB of Icloud storage, but want to be sure all of memory on MacBook is transferred and backed up. before going to factory settings.

Thanks
