my notes password are lock

Notes that are locked by a password can only be unlocked with that same password. You were told that the first time you locked a note.

The password that’s now unavailable and for whatever reason is the encryption and decryption key for the data in the note, and — unfortunately for this case — Apple used robust and secure data encryption, and which means what you’re asking for here is no different from an attacker wishing to access the contents of the note. You’ll need the password. There’s no “back door”.

Look in Keychain for passwords that you might have created and used around the same time as that of this note, as that might remind you of the password used for the note. On an iPhone, you can see those passwords in Settings > Passwords.
