Apple store billing address problem

Hi apple, so I’m concerned about me getting apps in the App Store. So every time I try to download apps it always asks for my Apple ID then billing address once I get to the billing address step I get stuck and confused. It always takes me back to my Apple ID and want me to do the steps all over again what do I need to do in order to stop this error,I’m just trying to get apps. And if I have any balances causing this..can you zero out the balances out of my account? Thank you

Log into your account in the App Store/iTunes and you should be able to change/verify it there. Or you can click the blue Edit payment methods in the article below. When signed in and the page loads, you will be on the credit card page. After updating that, click the Go Back button at the lower left and you will be on the address page.

Apple ID payment information - change.
