Regarding Safari and Mail opening during the startup operation. System Preferences >> Users & Groups and choose Your User Account on Left. Look on Right panel and notice a Tab marked Password and Login Items - click Log in Items and see if Safari and Mail are both in there. If you do Not what them to start when computer boots up - Remove them by choose Safari and below a small Minus - sign and that removes Safari. Do the same for Mail

Regarding Safari and Mail starting from a Cold Boot Up. When the computer is being shutdown are the Two Applications still not Stopped and are still running ?? What do you see ? in First Picture - it this what you see

Okay, I am using a late 2015 iMac 27 inch with Big Sur installed since its inception. The only problem I am having is the occurrence of a beachball after boot up, which lasts for several minutes. Also, and this may affect my problem, the start up generates the opening of the browser (Safari) and the Mail program, without my consent.
I have not tried to do anything to solve this problem, because I don't know what to do. Memory is 24 GB and when I check this during the beachball effect, about ¾ is still available.

Have tried the Etrecheck program, but all they came up with is the advice to ask for help in Apple Support Communities, which I am doing. Storage is OK with 685 GB left of 1 TB HD. Memory during start up is about ¾ of 24 GB total.
The tab you mentioned does not include Safari or Mail. In fact it is blank.
Ok, so best advise is follow along with @lerodouglas suggestion at this moment. Can get back to the Safari / Mail issue later - if required.

Sorry for my late reaction.
I think you hit the nail on the head. The beachball apparently has difficulty in opening both Safari and Mail at the same time after start up. I did see the window of your second picture.
I have now unchecked the Reopen button. This results in the beachball appearing in the top left corner of my screen for only a limited time. This I can live with. So, thank you.
