Because you passed the 14 days allowance from activate date to turn it off.
When one signed up for 2FA with Apple - there was a Disclaimer expressly mentioning the Terms and Conditions where in 14 Day Deactivation was disclosed. But one would have to take the time to read this and is appears it was not read. Do not blame Apple for this.

Only a lawyer reads page after page of legalese. For the rest of us common folk there should be a way to disable this feature. Probably only a few lines of code.
