What is the most updated OS that will still run 32 bit software as I don't want to purchase new Office software?
Mojave. Alternatively, you can switch to a product such as LibreOffice.

LibreOffice runs in High Sierra 10.13.6 & even earlier & later!
Only a few drawbacks going to Mojave, but generally many Apps & Drivers will need updating.
