Though this message may mean it hassle erased after 10 incorrect attempts this article will assist with erasing and re-setting up the Apple Watch.
If you forgot your Apple Watch passcode - Apple Support
If the screen shows an Activation Lock start with resetting the watch using your iPhone which is also in the Apple Support article.
