Update payment method

I tried changing my payment method to Use Different Mobile Number, after I pressed Verify it kept sending me "Unable to Send Code. We can't complete your request at this time. Try again later.

And I've tried later so many times and still failed. I can't update all my apps without updating my payment method to pay for my outstanding. And I need to use some of my apps urgently.

Please advice.
