On my mother's iPad my old apple id keeps popping up and telling her to log into it but that ID I deleted so I don't know why it keeps popping up, and I can't even log into it if I wanted to, how do I fix this?

Are there any apps on that device that were purchased with the deleted AppleID? Are the popups telling her to sign into the App Store to update some apps? If so, just delete those apps and download them again from the store using the current AppleID.

Did you properly remove the Activation Lock - and sign-out of all Apple Services (such as FaceTime, Messages, App Store, iTunes etc.) before you closed the AppleID account? If not, this would explain the issue.
You cannot sign-out of services from the device after the AppleID account is formally closed.
AppleID accounts do not disappear - unless the account is deliberately permanently closed by its owner. As described, the iPad is associated with your Mother’s AppleID account. If the account has been formally closed, dire warnings of the consequences, prior to fully signing-out of the AppleID on devices, will have been seen prior to account closure.

Unless you AppleID account has not been fully/correctly configured, or has been seriously neglected, recovery of the AppleID and password should not be difficult.

When you recover access to your credentials, you would be well advised to log-in to your AppleID account from a web browser - and verify/update any email addresses and trusted telephone numbers:
Thats the issues the AppleID has been deliberately permanently closed by myself, so its confusing me as to why it keeps comming up,
yes I did which is why it is confusing me even more, as you said you cant sign out of it once it has been deleted.
