Phone Start up

When setting up new phone, forgot the password. I go through the steps to restart but I still get the disabled message

Is the error you are receiving,"This Apple ID has been disabled for security reasons"? If so, take a look here: If your Apple ID is locked or disabled


If not, is the error you are receiving," Your account has been disabled in the App Store and iTunes"? If so, look here: If you see a message that says 'Your account has been disabled in the App Store and iTunes'
