No, this isn't a fee for setting up or using Family Sharing.

There is no charge for Family Sharing.

But note that if you want to share Apple Music you do need a Family rather than an Individual subscription and that does cost more. Also note that to share Cloud storage you will need to subscribe to a 200GB or larger plan.
