We understand that you’d like to remove Outlook contacts from your device. We’d like to help.
Are you using the Outlook app on your device or the Contacts app?
When you open the Contacts app, tap on “Groups” in the upper left corner. Do you see your Outlook account listed? And is it checked on or off? Unchecking would hide that group in the app.
Check out Manage and delete contacts on your iPhone, iPad, or iPod touch, specifically the section under "Turn Contacts on or off for an account" You can also remove the account entirely in settings.

Just to confirm, are you viewing these contacts in the Contacts app now? What groups are you seeing (another third-party email account, or possibly iCloud)?
If there is no Outlook group in the Contacts app then you may need to manually remove those contacts, if they combined with another account such as iCloud. It may be helpful to directly contact Apple support so that they can take a closer look at how the contacts are stored: Get Support.

Thanks for the reply. I had Outlook installed. I went into the settings for Outlook and turned off syncing on contacts. It never did prompt to delete. I then deleted the outlook app. There is no option for those contacts in my groups. But when I look at one of the contacts it does show it came from outlook
