I turned my iPhone off because it was acting slow so I tried to turn it back one put only the apple sign keeps flashing. I also tried to restart using my laptop but it didn't work either

Hi, try restarting the iPhone using this method.
In quick succession press and release Volume Up, press and release Volume Down, then press and hold the Side Button the screen will go blank, release the Side Button when you see the Apple Logo.
