Geotagging on iPhone Camera

I noticed my iPhone is still geotagging some photos after I have turned OFF this setting in location settings (privacy>location services>camera>never). Some photos still seem to have a location as they are showing up in "places". Any ideas on why some photos are still being geotagged and not others?
