ATV 4K (original) Bluetooth audio problems

I have recently set up a projector in my garage for outdoor movie nights, using my Apple TV with Bluetooth speakers. I have been using the same Bluetooth speakers for audio in my garage with my iPhone for a while and very pleased with the sound. However, when I pair it to the Apple TV, the sound output is considerably lower. I tested the with the Apple TV app playing a movie from Apple TV, and again, same movie, same source from my phone and the difference is night and day, from phone it can be heard 3 houses away, from Apple TV I struggle at the end of my driveway to hear. Reduce loud sounds is already off. Volume is set to max on Apple TV and the Bluetooth speaker itself. Any ideas what the problem could be?
