Upgrading iOS does not add any storage to your phone; if anything, it may decrease the amount of free storage as software only gets larger, never smaller.


If you mean you added iCloud storage, that is for syncing and backing up. It doesn’t add any capacity to your phone. Here is a link to an explanation→What's the difference between device storage and iCloud storage? - Apple Support

Hello,


If your device says that it has no free storage left, you have to go through and delete things off your devices. This includes Apps/games, download songs and movies, and so on. If after you delete a few large items nothing changes, I suggest you restart your device or just reset it completely.
