If Other data in Settings, General, iPhone storage is more than a few GB then you will have to restore the phone
Emptying Recently Deleted will clear photo space and can be done in the above settings.

I too would be worried about any process where the phone is close to 100% full. It would help if you could manually export or otherwise safeguard important stuff in case of bricking the phone (a real possibility)
I steer clear of iCloud for photos or backups due to limited internet data plan so I am no expert.
Thanks. Worried about the restore process as the log files have the phone so jammed up it won’t back up photos to iCloud anymore. Can’t tell what is backed up and what isn’t. And, I need 500 gb free space on my computer to do the backup of the phone itself. Is it easy to delete that backup version from my Mac once it’s restored the phone?
can I do the restore on the phone after I’ve upgraded the iOS version of the phone? I’m on 13.4 now. Can I do a back up, upgrade the iOS to current, then restore?
