how can an older person report my apple account has been taken over by someone else?

My Apple account appears to have been taken over. I could not change my password. I believe Apple thinks I'm the fraud. I don't understand the tech language I read. I need to speak with someone. I've turned off so many features trying to keep my account safe but now I cant even find how to reset to factory settings. Do I just report it to the FBI and stop using the account? Both devices are not working properly.

PS My ipad has been set back to a very old IOS version preventing me from updating to the latest version.
