The remote will give a notification at battery charge level 20%. You are advised to recharge then, to maximize battery life. If ignored, a second notification will come up at 10%.

The only thing that needs charging is the remote. A full charge will last for months. You can go to Settings->Remotes to see the charge status of the Siri Remote.
Apple TV's never need charging. They don't run on batteries. They are connected to power always using the cable that came with them.
If you are referring to the remote control, then you can go to Settings->Remotes & Devices->Remote to see the charge level. It will also show a notification on screen when the battery is low.
