Yes, it does look as if it's a bug. Here are the results in Excel:

However, perhaps you could first post here with details on what error you see in the function.

I have a table of Bank Holidays and in order to work out the next working day for any particular date I use the WORKDAY function. It appears that when the date in question is a Bank Holiday date which is an EXCLUDED date within the Bank Holidays table then the next working day and the last working day jump a day. Here is a screenshot of the relevant part of the Bank Holiday table together with 4 tables showing how the dates change as one progresses through a particular weekend.
The numbers next to the dates in A1 are merely a stepper I use to adjust the date in A1.
The functions in the C columns is the syntax of the functions in the B columns.
You can see from the progression that when the current date (A1 value) moves on to the Bank Holiday Monday (3rd May) the last working day (-1) skips back to the Thursday and the next working day (+1) skips on to the Wednesday.
I can't see any logical reason why this could be considered correct.
Looks like a bug to me. It is certainly not the correct answer. It appears that if the date in the first parameter is an excluded date, it skips the next day as if it was also excluded. WORKDAY("5/6/21", 1, "5/6/21") should be Friday the 7th but the function says it is Monday the 10th. If May 6 and 7th are both exclude dates, the result is Tuesday the 11th when it should be Monday the 10th.
An initial thought.
Are your results being affected by the fact that you have A$1 in some of your formulas and $A$1 in others?
Shouldn't they all be anchored to $A$1?
