I have 1000+ photos in Photos --- iCloud shows less. How do I get same photos in each one When I upload photos from camera it goes to Photos and not to iCloud. What the **** ?

Is there a manual, or is computer too old ? All else is good.
I thought process was automatic.
First do you have an iCloud plan with enough space for your complete library?
If so, check your photos preferences. Use as system library (I've circled it in red) should be greyed out. If not, click it.
iCloud preferences should be set as shown.
You also need to go into your phone settings, and enable iCloud photos.
