Does apple call us when our iCloud account has suspicious activity?

Apple does not make such calls.

All such calls are scams from criminals attempting to steal your personal and financial information. The callers will often use number spoofing to pretend they are calling from a legitimate business. The correct course of action is to ignore the calls or hang up on them, repeatedly if needed.

No, never!

If something is really wrong, Apple can block your account somehow and wait for the owner to get in touch to solve the situation. The company only calls customers when they ask for it via its official channels.

It's up to you to monitor your account and see what's going on with it.
