I just recently installed Windows 10 Pro x64bit in my 2019 MBP 16" but there is no BootCamp Manager or way to control BC settings. In the task manager, control panel and applications there's no sign of BootCamp Manager.
i tried the previous answer of running setup.exe from the bootcamp support files, but that process fails and doesn't install the bootcamp manager.
How do I get it back without restoring the whole OS?

You are logged in as yourself. Run the CMD window as Administrator, and then retry the command. The error message indicates that that is the issue.
What is the error message when you see the installation failure? Check if you have file called AppleControlPanel.exe in C:\Windows\System32 ?
Are you able to execute the following command from a CMD window with Administrative rights?
C:\Windows\System32\runas.exe /trustlevel:0x20000 AppleControlPanel.exe
Try reinstalling the BootCamp Drivers and post the screenshot to let us know what happened.
Did you use BC Assistant-> Action -> Download to get the Windows Support software?
No. You do not need to create a new Admin user. Right-click on the Windows icon -> Run and click on Browse. Find CMD, and right-click -> Run as Administrator.
You can also click on Cortana -> type CMD and choose Run as administrator.

when I run setup.exe from windows support\bootcamp, it says “enumerating pre-install packages” then displays a pop-up saying that “Windows installer has quit working”. If I click the close X, it appears to continue and the progress bar fills in, leaving me to reboot.
I'm not a Windows user, I just play one at work. My profile suggests to me that I've got Admin privileges, but maybe that's not the case? Do I need to create a new Admin user then try the command line incantation?
Yes, I used BC assistant to download the support software. Twice.
