Not able to purchase storage

My iCloud storage is full but every time I try to purchase more storage the payment doesn't go through. The screen just takes me back to the beginning as if I didn't verify my card info. I know its not the card because I am able to purchase apps with it, just not the storage. How can I fix this?

If there is an option to select "Review" or "Continue", select that and enter valid payment information if required. If there's problems doing this:

Tap: Settings > [your name at the top] > Media & Purchases > View Account > Review Apple ID.
