No, the iPad Battery Widget cannot monitor the battery state of your iPhone.

The iPad Battery Widget can only monitor the iPad Battery - and the battery state of paired BlueTooth accessories (e.g., Apple Pencil, AirPods, Magic Keyboard/Mouse/Trackpad etc.).
