Is there a way to completely wipe an ipad and reinstall iOS as you can with a Windows device?

The factory restore does nothing as all it really does is clear personal settings and erase data. The remote management screen on activation is still there.

If your device is centrally managed by an MDM platform, as now suggested by your additional comments, then no - you cannot remove the installed management profile.


To remove the management profile, you will need to seek assistance of the System Administrator who manages (and likely owns) the device.

Yes, you can:

Restore your iPhone, iPad, or iPod to factory settings - Apple Support


You’ll need access to either a PC (with iTunes installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of MacOS).

Download and use iTunes for Windows – Apple Support

Update to the latest version of iTunes – Apple Support


The Factory Restore will wipe the iPad - and install a fresh copy of the most recent version of iOS/iPadOS supported by your iPad.
