Why is Safari not an option in my preferences?

Safari follows most Mac applications, and has its own preferences.

The system preferences shown from the  menu contain system-wide macOS system functions for macOS itself, and not for Apple and third-party apps including Safari.

To view or change the Safari app preferences settings, launch Safari, and select the Preferences... menu item from the Safari menu.

Safari is installed as part of your operating system. Could you please be more specific as to what your issue is?
