Link does solve my problem. I need to chat which doesn’t work on my new iPhone 12 Pro Max neither do the phone buttons when connected to automated operator and the buttons don’t work only when connected to operator
That is the only way to resolve the issue. You need use the link there from a computer if it does not work on an iPhone. That will get you in touch with an Apple support person that can re-enable your Apple ID.
Follow the steps in the support document you posted from to contact Apple support and have it resolved. Click the "contact Apple Support" blue text there to start the process.
