When I try to log into Game Center it tells me "Software Update Required. Update this iPhone to the latest version of iOS to sign in." I completed the update, there are no further iOS updates for me to perform and I am still locked out.

It is the current iOS. I restarted the phone several times. Logged in and out of my apple ID. Troubleshot it with Apple Support for an hour. Had my friend try on a completely different iPhone and it happened on his too. Looks like it was a Game Center issue.
