My wife’s iPad needs latest software update in order to load HP printer app. Her system says software up to date, but it’s 12.6 and HP requires 14 or better. My iPad had that update available with simple selection, but hers doesn’t show that option.

There isn't a 12.6.
If it's reporting that 12.5.3 is up to date, it's incapable of 13 or above.
If an iPad Air is reporting that a version other than 12.5.3 or 14.6 is up to date, remove the beta profile from it and check it can properly communicate with Apple's servers.

Your iPad maybe too old for any more iOS upgrades/updates.

If you need/want an iPad with an up to date iPadOS with access to current, updated apps, then you really need to seriously consider a new iPad model OR a much, MUCH “newer” and less expensive, refurbished OR used iPad models, from better known, trusted Apple product/device retailers/resellers, some locally or from on the Internet, capable of running the latest iPadOS versions.
There are PLENTY of newer, older iPad models that can run the latest, current versions of iPadOS.

The original iPad Air, released by Apple in 2013, is too old to use an iOS version greater than 12.x.
