"The package can’t be installed from a network volume"

I downloaded the OS 11.2.3 installer package to my network server, then copied to my local hard drive. As I understand it, this will not actually install the OS to the local drive but instead places the installer in the Applications folder. This is what I want, since I am trying to make a bootable installer for 11.2.3.


Anyway, when I try to run the package, the following message appears:


The package can’t be installed from a network volume. Copy the package to a local volume and try again.


The package IS on a local volume. Any idea what the fix is for this?


And here are the details:


Local machine:

Mac mini (Late 2012)

2.3 GHz Intel Core i7

16 GB 1600 MHz DDR3

Intel HD Graphics 4000 1536 MB
