Depending on several factors, you could probably upgrade your Mac mini (build year model)
to High Sierra 10.13.6, Mojave 10.14.6, or Catalina 10.15.7. Avoid using Serial Numbers here.
I'm guessing the 'build model year' may be around Late 2012 or 2014?
