The physical Apple Card is available to order from an iPhone. It is not possible to order from the iPad. You can try reaching out to the Goldman Sachs Support Team by calling,

Yesterday there was internet/telecom issues in NYC affecting Goldman Sachs support and some people were having issues getting through. I hope this helps.
If you have a friend with an iPhone, they can log out of their Apple ID and you can log into your Apple ID. Your Apple Card will appear in your Wallet and you can then order the physical card.
