You are presumably looking for the QR Code Reader function? This is enabled and accessed via the Control Centre.
Settings > Control Centre - look for the Code Scanner function, tap the adjacent green “+” icon.
Once added to your Control Centre, simply swipe-downwards from the top-right corner of the screen to reveal the Control Centre - where you will now find the Code Scanner button.
