If you have erased Macintosh HD and Data drive (M1) -- you can do

  1. shut off the machine first
  2. use ethernet cable to connect to router
  3. wired keyboard and mouse preferred
  4. Turn on the Mac Mini (M1) by holding the power button for 5 seconds

Hope you can access to "Options" and use disk utilities to erase the drive (APFS/GUID) in order to advance the re-installation of MacOS.

I have tried - using USB bootable drive (11.0) and it was a no go. For whatever reason, I was informed my USB version OS was too old.

Good luck
