How retrieve old iCloud account ?

Old iphone7 was stolen and Need access to my iCloud account’s !! How do I get back in now that I have new device activated to this iPhone ??

Sign into iCloud with the AppleID used on the iPhone 7. iCloud accounts are tied to your AppleID, not any particular device.
