Apple rejecting my change of Credit card #

Why is Apple not accepting my new Mexican credit card # when all the personal info is the same and just a new credit card number is being entered. It is accepting my Mx debit card but I want to use my credit card.

What happens when you try to add the card? Error message(s)? Declined?

I had the previous card cancelled. But I could not replace the cancelled card's information as long as Apple had a pending charge that they could not apply to the card because the card was no longer valid. So I could not delete it until I added another card as an additional payment method. Apple would not accept the new card number even though it had all the same personal information as the previous card. I ended up entering the information for my debit card which it did accept but I don't want the debit card as the default payment method.
