The mophie cable (for which you have provided a link) can be used to connect your iPad Air4 to a standard USB Power Adapter - however, the USB Power Adapter must be rated at 10-12W (i.e., 2.0-2.4A @5V) or greater to reliably charge an iPad.
Your iPad Air4 should have been supplied as standard with an Apple 20W USB-C Power Adapter (together with a USB-C to USB-C cable) which is ideally suited to charge your iPad at its maximum supported rate.

Your iPad Air 4 should have come with a USB-C to USB-C power/charging cable and a 20W USB-C power/charging adapter block.
What is the problem here?
Plug rhe power block into an electrical mains slot or good quality electrical power strip, and then connect the power cable to your iPad Air 4 and to the power block.
What am I missing here?
You should be using all the power/charging cables and power/charging adapter block that came with your 2020 iPad Air 4.
