So I accidentally dropped my iPhone 11 in the toilet for maybe less than a second and it wasn't fully submerged. I immediately turned it off, took off the sim card and looked at my lci and it's still white. It's been 9 hours since I've let it turned off and dried. Should I be worried that my phone will not work even if it's not water damaged??
The by-the-book answer it to take it to Apple and get them to have a look.
That said, we dropped one of our iPhones in water for about a second like you and it continued to work for another 4 years and this was a model dating before all the "water and dust resistance" stuff.

Genius Bar appointment - Unfortunately Apple has made this tricky to get to directly. Go to https://www.apple.com/retail/geniusbar/ > Get hardware help. Select your hardware and continue selecting options requiring replacing parts until you see "Bring in for Repair" --> Sign in with Apple ID
Turn it on and see if it works. Based on your description of what happened, you are likely going to be OK. But if the phone isn't OK, schedule an appointment at your Apple Store Genius Bar for evaluation and options.
Conceivably if water got in and dried out then it could work for now but have left residue on components which could eventually corrode. The only way to possibly tell that would be for Apple to open it up and have a look.
if the phone looks perfectly fine after turning it on, do I have to worry that other problems will occur in the next days? or does that only happen to water-damaged phones?
We can't tell you the answer to that. Only time will tell.
