I’ve done and followed instructions to the latter but still can’t update payment method. I don’t have unpaid bills etc. this is very irritating as I can’t update or download even free Apps.

How to change your payment method on your iPhone
If you still can't update your payment method, I'd check to see if it's a Family Sharing issue. If you're not the primary on the account that might be the issue.
